[darcs-devel] darcs patch: use variable TEST_FILTER_FILE in makefile.

Here's a trivial makefile change.  Should make it easier to just change
TEST_FILTER_FILE back and forth, rather than renaming tests_to_run, as an
alternative way to run just a subset of tests a subset of the time.
