NetBeans is under the Sun Public License, which is equivalent to the Mozilla
Public License, i.e. it is a Free Software licence that is unfortunately GPL
incompatible.

As with Eclipse, there is nothing preventing you from distributing a darcs
module for NetBeans, but some people believe that you are prevented from
distributing such a module along with NetBeans itself.  For example, see the
Yoxos "Eclipse Distribution" which is a bundling of Eclipse with many Free
Software Eclipse plugins.
