[darcs-devel] upcoming stable release 1.0.9

I think it's time for a new stable release now when the problems
with calling external commands on Windows have been much reduced
and the disabling of ssh control master works. There's also the
umask feature that has been waiting for too long.

I've pushed what I'll tag an announce as 1.0.9rc1 in a few days,
unless anyone reports any serious building problems before then.

But there is a possibly serious bug in issue281 that I'd like to
make it for 1.0.9, so there might be a rc2 with chance for more
changes to go in. Or else the 1.0.10 will come pretty soon after
1.0.9 (as soon as issue281 is resolved).
