Michael Schwern pointed out to me today that the darcs distribution has
neither a standard README or INSTALL file.

I think that's reasonable, so I'm filing this report.

I'm not sure about the best way to do this so that it doesn't overlap
with the documentation in the manual or wiki, though.

At a minimum we could have include content which points to another
location for the details.
