The trouble with the extension changing is that when we access a remote
repository we'd have to try both filenames... unless the inventory stored
information regarding whether the files are compressed.  And trying both
filenames is both slow and ugly.  It'll cause many errors recorded on the
http server logs, and just seems bad.
