[darcs-devel] darcs patch: Fix bug in tag --checkpoint. (and 2 more)

Note that the issue348 patch is the kind of thing I'm prone to making
over-complicated and getting horribly wrong.  So a thorough review might be
good.  Also worth checking to see if it does the right thing under Windows.
