[darcs-devel] darcs patch: Remove unused functions from Population.

These look unused, and David seems to agree that they may be cruft.

It would be great if Jan Scheffczyk or somebody else who knows this code
could comment, for example, to say we should retain it.  The code might
be there for a future libdarcs, but until we get to work on such a
thing, I would suggest that having a bunch of code lying around that few
of us understand or look at is more liability than benefit.
