Thanks for the test! I'm looking into this right now, and it turns out to
be a little bit tricky.  (Which is why I'm sending this note before a
patch.)  I've got a fix, but decided to do a refactor first.

Yeah, it should pass, because we only should need --force if the changes
we want to deal with are already recorded.
