I'm not entirely clear on how to go about reproducing this.  Here are darcs
1.0.9, stable darcs and unstable darcs getting an non-existant repo:

1.0.9
-----
darcs failed:  (scp) failed to fetch: kowey at foo.com:baz/_darcs/inventory

stable
------
darcs failed:  Not a repository: kowey at foo.com:baz ((scp) failed to fetch: kowey at foo.com:baz/_darcs/hashed_inventory)

unstable
--------
darcs failed:  Not a repository: kowey at foo.com:baz ((scp) failed to fetch: kowey at foo.com:baz/_darcs/inventory)
