[darcs-devel] darcs patch: Remove unused bugs directory. (and 4 more)

I might be pushing my luck with the last three patches, just more obsessive
rearranging and potential breakage.  Not particularly attached to them being
accepted.

Should they (the last 3) get accepted into the stable branch, we will have to
reconfigure the web server to point to the doc subdirectory.
