Offhand, I am not sure.
If you look at the cabal file for the zlib Haskell binding <http://hackage.haskell.org/packages/archive/zlib/0.4.0.4/zlib.cabal>, you see that it has a conditional just for MS Windows. My darcs.cabal doesn't have the line 'extra-libraries: z' which is apparently the nonportable line, but I simply haven't tested it on Windows (having neither a copy of Windows available nor a care about the platform).
