[darcs-devel] darcs patch: add reference to tests/README.test_maintainers.txt in ...

After Zooko asked how to run a specific test and David and Mark each
gave different answers (both of which I was unaware of), I realized
we should probably say something about the test suite in README.

Please extend what I have here (it's very basic) if you don't think
it's adequate.
