[darcs-devel] [issue1163] Configure seems to ignore --without flags

Both Franchise and Autoconf seem to have this problem.  I specified

configure --with-static-libs --without-libwww --without-libcurl --without-haskeline

and both configure scripts gave me haskeline.  Franchise also used libwww.
