[darcs-devel] [issue1417] roundup: tickets are auto-closed, but not auto-opened

In darcs' contrib/ there is a perl script that automatically closes
tickets when a specially-named patch hits the canonical repo.

But as in the case of issue1373, if that fix is rolled back, the
ticket isn't automatically reopened.  This constitutes a hole in our
BTS integration that leads to false negatives when searching for open
tickets.
