Did you download the pre-packaged darcs for Windows and follow the 
instructions at:

http://darcs.net/DarcsWiki/WindowsConfiguration

The current plan for running darcs on Windows is to package it with 
putty executables, use a bash script and/or path manipulation to make 
sure that darcs invokes the putty executables, and to maintain the 
instructions page "WindowsConfiguration" to help people get the 
resulting thing running.

One possible future plan is to make darcs work with whatever ssh is 
already installed.  See:

I'm busy with other things so progress on those issues is probably going 
to occur when someone else tries the experiments described therein.
