Currently Zooko seems to be our windows build guru, and I believe he uses
cygwin.

I think if you have wget.exe you can just place it in your path and this
will start working.

I think there is an option in the configure script to select between these.
If I recall correctly, Zooko recently mentioned building a windows binary
for people that includes one of the http libraries statically.  Perhaps
he'll comment on this thread.
