[darcs-users] darcs patch: make reading the pending lazy in summary mode

This is a resend of a patch I tried to send this morning.

This was an attempt to fix Issue814.  I'm not sure if it's ready
to be applied, maybe it introduces a bug in 'whatsnew'.  It's possible
that adding things to pending and then using whatsnew --summary you 
won't see all of the changes in pending.
