I agree, but I think you're addressing a different issue.

My suggestion is intended to avoid pre-amended cruft accidentally
being applied to unstable, because policy dictates that we can't
obliterate (unpull) patches from there.

Your suggestion (which I support) allows reviewers to automatically
reject any patch that doesn't pass, *without* needing to apply it on
their local machine and wait twenty minutes for the rebuild and tests.

I think these ideas are orthogonal and both could be implemented usefully.
