It would be interesting to have.
At the very least, it could be interesting to have a more formal set of
criteria for when patches go into stable, or rather, what would block
them from doing so.
I think we should revisit this question when we have a little more
experience working in the new model.

Yes. I might even create a separate release branch that stops accepting
patches from stable so that stable can continue to stay in synch.
