In general, Darcs 2.x *can* work with repositories in the legacy darcs-1
format.  For example, using Darcs 2.2.0 I successfully did a "darcs get"
using the exact command you cited in the initial report.

I don't know why it's not working for you, but I'd like to reassure our
users that Darcs 2.x does support repositories in darcs-1 format.
