[darcs-users] darcs patch: Revert --restrict-paths removal. (and 2 more)

2 years ago someone wrote code for the --restrict-paths and
--dont-restrict-paths option but never hooked them up the the
appropriate commands. About 2 months ago someone else took the options
out since they weren't really being used. These patches revert the
removal and hook the commands up to the darcs pull and darcs apply.

I can now darcs pull a darcs repo that has another darcs repo
embedded. Ahhh....
