This does not appear to be a build script, it appears to be an install 
script for NSIS (the Nullsoft Install System). I have no idea if/when 
such a thing has ever been used, however.

Maybe its time we talk about building a good installer for Windows. If 
we packaged useful dependencies (as Zooko does with his darcsdir 
collections) and auto-munged the System PATH (or even just the Local 
PATH), we could create a nice installer that would be a great 
introduction to darcs for new Windows users.

Do we have any NSIS or WiX gurus around? (Salvatore, do you have 
experience with either?) Does cabal have a Windows install story, yet? 
(Python's setuptools/distutils systems can build Windows installers, so 
it's not unbelievable that cabal might have something similar...)
