My understanding is that the main reason for a context file in this
case is that the local or receiving darcs may need to commute the
patches around to get them to apply.  The explicit context is how
darcs knows which patches to commute and thus how to apply them
without corrupting the repository.  What you said is also true as far
as I can tell.
