[darcs-users] darcs patch: Remove unused bugs/bin/.

Because of this duplicate patch since we do know that with
http://bugs.darcs.net/issue1014, duplicate patches in the darcs-2 format
can pose some difficulties.  I just figured that dealing with the
conflicts from merging in his test suite changes will be a headache
enough as it is :-(

Then again, maybe we *should* apply this on the principle of dog-food.
