Two ideas:
1. Change how bugs@ works.
- Only accept mail from bugs-submit@
- otherwise return a bounce: "please send bugs to bugs-submit".
- bugs-submit is set up with a challenge/response system.
Upon successful response, delivers to bugs@
2. (I think) it's trivial to configure RT so that new bug reports would go RTs
developer group instead of the dev mailing list. I use a setup like that at
work. That would mean less people see new bug reports, but those who do
are more likely to work on them. :)
In RT 3.2, most bug queries can be subscribed to as an RSS feed, allowing
anyone to easily follow new bug reports, without spam concerns.
