People use darcs to manager source codes of all kinds, not just Haskell.
As users, the have a vested interest in the quality of darcs.
Additional tests add quality.  

Darcs as project is much more than just Haskell: It's 'sh' test scripts, 
Tex documentation, Perl CGI and conversion scripts, a website in HTML,
and a website in Wiki language. There are lot of useful ways to
contribute to darcs without knowing Haskell.
