The current autoconf issues warnings about datarootdir not being used
in the generated files.  This fixes the actual omission and removes
the spurious warnings.  I bumped the required version of autoconf to
the one which introduced datarootdir support.  Also, docdir should be
defined by the makefile.  [See the autoconf-2.61 doc and current GNU
standards doc for info.]
