[darcs-devel] darcs patch: add format infrastructure for darcs-2 re... (and 1 more)

Hello,

These two patches begin the process of adding support for
darcs to use a new darcs-2 repository format, which will use
the new conflict handling.  So far very little has actually
been added, and nothing involving conflicts.  In "shape" the
new repository format will be basically like the hashed-inventory
format, but there will be no merger patches, but instead the
new Conflicted, Cancelled and Cancel patches will be used.

I'd like to see this go in.  It shouldn't affect anyone who
doesn't actually specify --format-2, which is marked as
experimental.

  * add infrastructure for creation for format-2 repos.
  This patch also adds infrastructure for disabling pulling
  from old-format repos to new-format repos.  But it doesn't
  employ this infrastructure consistently, just yet.
