If it helps, the hackage version of hashed-storage has
Storage.Hashed.AnchoredPath

It sounds like that's the sort of thing we should be moving towards, abstract representation of path components.  There are all sorts of issues about paths like whether they are bytes or Unicode characters, questions which are a bit overwhelming for me.

You may have luck digging around in the Haskell-Cafe discussions or elsewhere to see the Haskell community running up against these problems.
