[darcs-devel] [patch1054] enable get --packs by default again

A followup patch that makes get --verbose show a few messages that
were only visible with the --debug flag. The problem with --debug is
that it also outputs a zillion lines of file transfers, so it doesn't
really help to use it just to see if packs are correctly detected.

There are currently bad interactions between getting with packs
and creating the patch index, but that's for later.
