I'm sending (and screening) the following bundle as part of this patch
ticket since they are related.

Following a chat on IRC with Ganesh [1], there two low-hanging-fruit
changes are aimed are reducing the suffering of maintaining a Setup.hs
file in both branches (2.12 and HEAD/2.14).
