[darcs-devel] [patch1657] Support GHC 8.4

New submission from Ganesh Sittampalam <ganesh at earth.li>:

Bump the base dependency so we can build with GHC 8.4 - depends on 
the relevant code changes submitted in other patches.

There are also some changes needed to support newer Cabal versions 
that may or may not come along with GHC 8.4, but I'm getting very 
confused about compatibility of those changes, so not submitting 
them yet.
