[darcs-devel] [patch1667] resolve issue2579: darcs send will not work if no MTA is installed

When we switched from "send bundle by default" to "write bundle ondisk
bydefault" for the send command, we forgot to disable the check that an
MTA was installed even when "--mail" was not passed. Somehow nobody
caught this bug because everyone had an MTS intalled anyway. Now we can
use "darcs send" without having an MTA installed (as advertised since
Darcs 2.10 !).
