[darcs-devel] [patch2027] fix creation of temporary directories

I have sent a potential fix as a follow-up to the tracker, but not yet
pushed to screened. Please try if that helps. I have had this sort of
problem on Linux before, though with other commands.

In general it would be helpful if you could post the complete output of
the test run whenever something fails on Windows. This makes it much
easier to guess what exactly went wrong.

Please do so for the other review-in-progress patch1968, too.
