You can get shell-level access for at most 20 dollars a month, almost anywhere
that wants to be competitive (I have friends in this situation currently).  I'm
not really comfortable saying "if you want to use darcs, switch web hosts;" the
idea that you are going to run out of space because of tons of publicly
available branches seems odd.  I can't think of a single project that this would
cause a concern for, especially since you can use --partial for your public repo
if needed.
