The output from "darcs changes --summary --xml", puts the elements in the
order

<patch author=.... etc.>
    <name>....</name>
    <comment>...</comment>
</patch>
  <summary>
  <add_file>...</add_file>
  <remove_file>...</remove_file>
  </summary>
<patch author=.... etc.>

Ie the <summary>...</summary> is outside the associated <patch>...</patch>.

Shouldn't it be

<patch author=.... etc.>
    <name>....</name>
    <comment>...</comment>
    <summary>
        <add_file>...</add_file>
        <remove_file>...</remove_file>
    </summary>
</patch>
<patch author=.... etc.>

Ie, the summary is part of the patch?
