This is not always the case, especially when you're managing a bunch of
code where different customers have various old versions.  In this case it
is critical that you be able to recreate the state of the code at the time,
and even be able to selectively merge fixes in to update them.  In these
cases, telling them to just use the latest version is not an acceptable
