Tests are run just before code is 'applied' to the repo. When pushing
the code to push in your local repo has already been 'applied' and thus
has had a chance to be tested.

Whether or not the recipient repo choses to run the tests is a decision
for them and not you to make, which is why push doesn't have a --test

At least, that's my best understanding.
