Actually, this error also appears with the following commands:

          $ darcs get --partial http://darcs.net/linux linux-2.6
          $ darcs get --to-match="Linux 2.6.9" linux-2.6 linux-2.6-arm

If I specify --partial to the second get command, it completes OK, but
I still don't know how to successfully run the optimize command. Can a
partially retrieved tree be optimised?
