No doubt about that.  But if you have people regularly contributing
patches, who care about being credited, etc - can they really not be
bothered to pull the repo, record, and send?

So is the ability for darcs to support patches from tarballs really
necessary?  I worry that darcs (which I think is perhaps the simplest
and most straightforward RCS to use) is quickly gaining complexity.
