Versioned properties have one important advantage over hook scripts
for things such as file permissions: they'll automatically follow the
file when it's renamed, copied, deleted, etc. They also have an
important disadvantage: it's a whole new kind of data that needs to be
tracked, versioned, exposed in the user interface, etc. Subversion
does an OK job of this, but the parts of the user interface that deal
with properties are nearly as large as the parts that deal with files.
