darcs.cgi can made to run much faster through a better use caching.

Several of these kinds of updates are not that difficult in Perl.
With caching, some commands which are slow when running darcs can be
much faster through darcs.cgi...at least after you've run them the first
time. :)

I have already started to share some ideas with Will, the darcs.cgi
author, but am happy to discuss them with other would-be patch authors
for the script.

Right now darcs.cgi is limited by the speed at which 'darcs' runs on the
same machine, and 'darcs annotate' is often slow.
