Darcs uses a windows API for sending mail (MAPI), which in turn uses
your default mail client, so the firewall shouldn't have anything to
complain about. As long as normal mailing works.

It didn't get stuck in your outgoing mailqueue or something?

Which version of darcs? There's a patch in darcs-unstable which
makes mailing work in a couple of more configurations than it used to.

You can also try the new --sendmail-command option with an external
mailer, if nothing else works.

Do you use outlook or outlook express?
