[darcs-users] CIA stats wrapper for darcs

I have one finished, and I'll upload it somewhere in a bit. It can do both the 
xml-rpc and the email cia protocols, and it seems to work pretty decently. 
I've been busy with real life lately, so I haven't had time to deal with it 
further.
