What happens if you do

  mkdir D:\foo
  scp whatever at whatever:.emacs D:\foo

from the Windows command line (not from a Cygwin shell)?

If Darcs is built as a native application (as opposed to a Cygwin
binary), it will generate this sort of command lines.  If so, you need
an ssh that can grok anisotropic syntax.

(Anyone remember sys$system:[foo.bar]quux.exe;3 ?)

So please get yourself a native Windows binary of ssh (people have
reported success with the one that comes with PuTTY), and try again.
