It is relatively recent, one of Tomasz's improvements to the build system.
We *could* modify the predist_copy target of GNUmakefile to check whether
$REPO_PREFS is defined, and do something reasonable if it isn't, but I'd
rather have people use make dist, which will mean that their tarball
contains more information about the repository from which it was built.
This is also where the (now semiautogenerated) ChangeLog come from.
