Actually, that is not accurate. US copyright law has a broad "fair use"
exception, and the case law includes interpretations that certain
journalistic uses and certain parodies are fair use (not all of either).
Other countries generally have no concept of "fair use", instead they
have specific statutory exceptions, for example for some journalistic
uses.
The situation is murky enough that it's best to ignore fair use when
talking about computer programs.
