Sort of.  You just do 'darcs setpref boringfile <file>',
where <file> is a files in the darcs repo.  Then darcs will
start using this file as the boringfile, plus you will get
a patch (a setpref patch) that others will pull, and when
they do their darcs will also start using this common and
versioned file as boringfile.
