This is an instance of a generic, non-Darcs problem, namely that of URI
persistence.  "Cool URIs don't change" [1], and there are already several
services that attempt to provide perpetual URIs (with either proxying
for or redirecting to the actual content).  My own solution is to use a
domain I control, so the URIs I generate are valid until I decide
otherwise (barring any financial problems that force me to abandon the
domain, and fundamental changes in Internet infrastructure).
