A patch that adds a file typically depends on nothing. You can apply
such a patch to any repo.

However, if you apply a complicated patch that relies on others,
you're probably not going to have lots of fun merging things.

As long as you're careful enough to ensure that no odd patch
dependencies happen, you can freely do these things.
